This is fixed in Ubuntu 10.04.

SeaMonkey 2 doesn't include the classic theme.
If you want to get the Classic look, you have to install the Classic Default 
theme: https://addons.mozilla.org/en-US/seamonkey/addon/46108/

With SeaMonkey Default Theme: everything is ok.

With Classic Default: toolbars use the Dust theme colors (so it's not as
bad as in your screenshot). Except for the menubar which should have a
dark background.

As it now looks correct with default SeaMonkey themes, I'll set this bug
status to Fix released.

For the Classic Default theme problem, you should post a comment on add-
