This bug is so common, that it is reported on Planet Ubuntu (with some sort of workaround):

There's no way I can consider this bug as "low importance" since: - Gnome panel and related applets/notification stuff is at the heart of the Ubuntu Lucid experience - Ubuntu Lucid is a LTS, not "just" an "ordinary interim release. BTW, I'm clearly not a developer, but I'm ready to help as a long time Ubuntu "advanced user" who could do some testing/log based report with clear and helpful directions.
