Well, this isn't an Ubuntu bug after all. I am able to reproduce this same behavior on Windows 7 Pro - if the USB dongle is plugged in when the system goes through POST, I am not able to boot to either Ubuntu 10.04 or Windows 7. Windows 7 freezes during the middle of its boot procedure, and I can only boot the system if I start off with the dongle unplugged and then plug it in after the OS starts.
