Icons are loaded async, hence the discrepancy on startup. Gord was
discussing being a bit more clever about when to show the icons (to make
sure we never show empty icons).
In addition to this, we've still not had a chance to discuss if we can
at least blitz all the icons we need at startup into a single file for
quick loading (and also not discussed if it would actually make a
startup difference for Unity :).
