I can never suspend at all, I get the behavior 100% of the time. I never installed 9.10 on this machine, so I don't know if it used to work or not.
And I've never used gwibber on this one either, as soon as I realized I couldn't sleep the install became somewhat useless to me, and I've been booting into XP since. Sorry! I'm not much help on this one.
