I would like to add that this issue may not be closed yet.  I have just
upgraded to version 10.04  I have a locale issue.  If I log in as a user
running the command "locale" the following results are obtained. (This
is also the same if I run sudo locale).

LANG=en_CA.ISO-8859-1
LC_CTYPE="en_CA.ISO-8859-1"
LC_NUMERIC="en_CA.ISO-8859-1"
LC_TIME="en_CA.ISO-8859-1"

Why is the root user not acquireing the same language settings as the
general user?  How can I fix that?
