Explanation of the Ubuntu delta and why it can be dropped:
We have this cdbs in Ubuntu now

pandoc (1.5.1.1-5) unstable; urgency=low
* Lower priority of -dev and -doc packages to extra, to match
overrides.
* Disable timer to help build on slow arches like hppa.
* Bump Policy compliance to Standards-Version 3.9.0.
