  My Ubuntu 9.10 fix went like this, rename /home/curly/.gconf/apps/panel to 
/home/curly/.gconf/apps/panelold
  and then relog in. This would fix panel display issues I hand in Ubuntu 9.10. 
This does not work in Ubuntu 10.04
  My eee1000 display is ON -  it should be off.  When I resume from the 
screensaver I get the same problem, the
  top and bottom panels are missing on my large monitor.  Also my small monitor 
is now ON instead of OFF.
