Well, the wording is a bit off there. It logically affects kubuntu-meta,
it technically however does not ;)
It is no issue in kubuntu-meta itself, but in ubiquity (apparently), it
only manifests in Kubuntu installations. Hence while it logically
affects kubuntu-meta, it technically only affects ubiquity, hence
tracking it in kubuntu-meta is wrong.
