John,
 I noticed in the bug report your write_limit is set to 0. This means no write, 
not no limit.  If you would like to make the write_limit unlimited just set it 
to a large number. 

[bandwidth_throttling]
 read_limit = 131072
 write_limit = 0
 on = True

After setting the write_limit, quit the Ubuntu One Client.  Run the
following command. This will cause your syncdaemon.conf to be recreated.

rm ~/.config/ubuntuone/syncdaemon.conf

If you find the write_limit is not saving correctly you might have bug 509740.  
Hard to say for certain with out seeing the logs. If possible please follow 
Mitch's instructions for adding logs to this report.
