I am also experiencing this issue. It started just recently.
On Dell D630 with wireless switch off:
rfkill list
0: dell-wifi: Wireless LAN
Soft blocked: no
Hard blocked: no
with wireless on:
rfkill list
0: dell-wifi: Wireless LAN
Soft blocked: no
Hard blocked: yes
