Hi! I can't reproduce your problem on 4.7.0.6 that is currently in my PPA. I have created a user with tcsh as a login shell. It's true that mc starts a little bit slower than with bash, but this difference is hardly noticeable. However, I have no problems executing commands and such.
Also, it's kind of weird that IT would enforce users to stick with some old crappy inconsistent shell... You might wish to let them know how moronic they are.
