I think this issue may be related to bug #573156
Since following the double-reboot method given in the bug above I've
noticed I don't always have the 'On Battery Power' tab in the Power
Management dialogue box -- sometimes only the 'On Mains Power' and
'General' tabs are present, coinciding with the battery indicator not
working.
