I'm having this, or something very similar, on my HP 6930p laptop, with a Radeon Mobility HD 3400 running Lucid AMD 64 (2.6.32-22-generic x86_64) and fglrx 2:8.723.1-0ubuntu4 (according to dpkg -l). I just downgraded to 2:8.723.1-0ubuntu3 to see if that changes anything (judging from the above, it shouldn't really...).
Swapping/trashing starts at resume, with the machine getting totally unusable for up to or over half an hour (if I have the patience; I usually ctrl+alt+sys-rq+b well before that), but sometimes recovers more or less spontaneously in a matter of minutes (up to five or so). When it happens, the memory is never even remotely full (usually well below 50%), but there may be a slight tendency that it happens more often or is more severe when more memory is in use.
