It affects me too. Since I upgraded from Ubuntu 9.10 to 10.04, my clock (at the 
top-right edge of my screen) is generally blocked. (it happens to work, but 
generally not).
Therefore, if right-click on the clock, then go to Preferences->Clock Settings, 
the time at the right of "current time" is ok : it changes every second.
Please tell me if you need more data.
