This sounds like another bug, 95601. Would you check to see if another
slider on the volume control app affects the master volume (the PCM
slider was mentioned in the other bug) and then report back here? If so,
then this may be a duplicate of this bug. If not, then we do need more
information to resolve this problem. Please review
