Thank you for taking the time to report the bug. The windows do appear as a fallback solutions for notifications that should have buttons for actions. The new notification system does not support actions on the notifications. The bug is therefor in KMess, which does not follow the notification development guidelines described at https://wiki.ubuntu.com/NotificationDevelopmentGuidelines
