Public bug reported:

Binary package hint: hdparm

After a fresh boot, hdparm -B /dev/sda shows an APM level of 1. My HD
spins down aggressively often. When issuing hdparm -B 254 /dev/sda (with
no error), HD behaviour does NOT change (still spinning down often), but
hdparm -B /dev/sda shows the given value of 254.

This is a regression. With Lucid, issuing hdparm -B 254 /dev/sda left my
HD running and prevented spin down.

Mainline kernel 2.6.35-999.201007201005 shows the same behaviour.
