I'm also having this in Lucid, you can test with terminal:
terminal in window mode:
notify-send -u normal 'Hi' 'Hello' -> shows properly 
notify-send -u critical 'Hi' 'Hello' -> shows properly 

terminal in fullscreen mode:
notify-send -u normal 'Hi' 'Hello' -> doesn't show
notify-send -u critical 'Hi' 'Hello' -> shows properly

I don't know if it's intentional, but for me it's a bug.
