The problem is that somehow initramfs-tools gets pulled into the installation of essential packages at which pre-depends can not yet be honored. As such mawk is unpacked but not yet configured and the /usr/bin/awk link does no exists yet.
Interesting would be to see why on Ubuntu initramfs-tools gets unpacked so early while on debian it gets installed later and succeeds. Some critical dependencies or priorities must differ.
