there can be several reasons. but the first that comes to mind is some serial port privileges issue at startup: check /usr/share/doc/nut/README.Debian.gz, section (II) Installation -> device port permissions. mge-utalk may fail to switch to the nut user if the permissions are set *after* nut startup.
