Thanks for your bugreport.
It looks like openoffice.org-l10n-ar is no longer in the archive.
openoffice.org-l10n-common should conflict with openoffice.org-l10n-ar
then to hint apt to remove it on the upgrade.
You can work around this by removing "openoffice.org-l10n-ar" manually
and retry the upgrade. Please let me know if that worked then.
