This does appear to working as designed. Enter if held will
automatically select and open the files/folders. Moving through a file
list with the arrow keys automatically selects the files in the list one
at a time. The time delays can be changed through the keyboard and mouse
settings. If the user bounces keys or holds them down, erratic behavior
for that user is expected. There are also accessibility settings which
can be used to change the behavior of these key presses.
