Public bug reported:

Binary package hint: docky

PROBLEM

Empathy must be clicked twice, on Docky, in order for it to launch

HOW TO REPRODUCE

1. Drag Empathy from the main menu onto Docky.
2. Click on the Empathy icon.
3. Note that it bounces and all, but Empathy hasn't launched.
4. Click on the Empathy icon again.
5. Note that this time Empathy launches "properly."
6. Shut down Empathy.
7. Launch Empathy from the main menu.
8. Note that it only takes one click.
9. Compare and contrast.

The quotation marks are used in step 5 because I'm using the Global Menu
Applet (not the upcoming application menu, the older version), and the
menu doesn't display for Empathy when launched from Docky. It does when
Empathy is launched from the main menu.

EXPECTED BEHAVIOR

I can launch Empathy by clicking on the icon once, on Docky (and the
Global Menu will work with it when launched from Docky).
