The bug here is a mess and lists several issues:
1 - I believe the original reporter reported the volume mis-aligned issue when 
using Humanity icon theme , fixed in Bug #570124.

2 - Mute and volume=0 are designed to /not/ be the same. Because they
are not , mute can be done even when volume=100 and unmute will revert
the vol back to 100. Just because the volume is at 0, it does not mean
it is muted. This difference is by design. This allows a user to know ,
if they actually muted the volume or just set the volume to 0. This
would be a wont fix.

3 - The slider being disabled , might be a cause for concern. User might
want to mute a very high volume and then try to lower the volume while
it is muted and be able to do that.

Since the bug contains three issues of different status , it would be
better to open a new bug for the issue 3 and close this bug. Or either
update the bug description for issue 3 alone.
