Mark, we have a bug tracking the updates to the "urgent hint set" part of the spec, including the blue arrow (#/582882), I can't guarantee it'll be there for A3, but definitely next week.
I think the confusion over the blue glow on the the Ubuntu button is that, if it goes blue on one of the apps calling for attention, what do we do when the user clicks it? I think it would be confusing if the home-screen popped up, and the button remained blue.
