Thank you for taking the time to report this bug and helping to make Ubuntu
better.
The upstart daemon is one of the essential components of an Ubuntu system
(that's why ubuntu-minimal depends on it) and it should not be removed. I don't
know what you mean by: it is "not in use" and that its "presence on the system
cause problems for apt" -- if you want to report a specific problem about
upstart's (or apt's) behavior please reopen this bug or open a new one.
