Binary package hint: gdm
After upgrading from 9.10, gdm uses an "unstyled" GTK theme (as in, it
looks like Windows). I purged gdm, and removed /var/lib/gdm, and then
reinstalled gdm and the theme still isn't set properly.
Themes are fine for users once they log in.
