unless you have a more specific question, I think it is all answered on
the ubuntu help page I mentioned.
About the confusing website: Which one are you referring to
specifically? There are several direct ways to report a question to the
launchpad answer tracker: For example, firefox should have a bookmark
"Make a support request to the Ubuntu community", there's a direct link
to the same "technical answers system" on www.ubuntu.com/support etc.
