Thank you for taking the time to make Ubuntu better. 
There are a few problems with your suggestion , currently icon themes ship only 
with icon names from : 
http://standards.freedesktop.org/icon-naming-spec/icon-naming-spec-latest.html 
. Since your suggestion would require non-default icons , adding them in the 
theme is not possible right now.

And then we would have to think about making them easily accessible to
the user, we cannot just add new folders and expect this feature to be
easily identified for a new user either. Users can change the folder
from properties , but how to make *these* colored icons available needs
to be worked out. This needs fixing in nautilus and adding new icon
names for such changes.

Since what you submitted is not really a bug, or a problem, but rather
an idea to improve Ubuntu, you are invited to post your idea in Ubuntu
Brainstorm at http://brainstorm.ubuntu.com/  where it can be discussed,
voted by the community and reviewed by developers. Thanks for taking the
