Public bug reported:

Binary package hint: nautilus

Had just upgraded from 10.04 UNR to the Alpha of 10.10
My user, after the restart, would (and still) just keep spawning "File Manager
Starting..." windows. Also of note, the interface is the standard desktop one,
not Unity or the old UNR style.
A simple "killall nautilus" stops this from happening, until the next login
with the same user.
Creating a new user and logging in as that one, everything is as expected with
the Unity interface.
