Thank you for reporting this issue. You upgraded from Xubuntu 9.10. Did
you remove gnome-screensaver when you installed xscreensaver?
Also, Xubuntu does use the Xfce4 desktop environment, but also uses many
packages from the gnome desktop environment. Just because the package
has "gnome" in the name does not mean it is not installed in Xubuntu.
