I experience the same problem, since one week now - and only on Ubuntu, not on 
Windows.
I have a quiet new keyboard and just re-seated the connector on the mainboard 
(its a notebook).
The problem is still there (only on Ubuntu) - so I can quiet sure exclude any 
hardware issues.

I have no flash activated and experience the problem on gedit, evolution and in 
the browser.
So I think this has nothing to do with the software that is being used.

The problem goes away usually after some seconds or minutes of inactivity.
Sometimes I have the impression, that it is being caused by Ctrl+Shift 
combinations, but this might be pure chance, since it definitely happened after 
simple keypresses (like Return), too.
Yes, I'm a fast writer.
I was already guessing for something like Orca interfering, but all this is 
completely disabled.
I just made some user-defined settings in keystroke-combinations settings 
dialogue, but I can't see anything strange, there.

Help would really be appreciated, thanks.
(I have a messenger for interactive debug sessions.)
