Public bug reported:

Binary package hint: pidgin

I had Pidgin 2.5x, and saw the same problem as what I am reporting on
Pidgin 2.7.0. Seems that every time I start pidgin, I get "4 new
emails,' that really are not there. The problem corrects itself when a
new email comes in, but that can be hours, if the message is not exited.
I upgraded from 2.5.x on Ubuntu's (linux) servers, to the new 2.7.0. I
thought this may correct the issue. However, it's still there. I have
seen this before, which upgrades worked. I'm on Ubuntu 8.10, get updates
normally, instead of getting the "deb" version from the Pidgin site.
Could not get the info on "debian-pidgin-properties" to get a value.
kept telling me "no command found." Tried with gnome in place of
debian, with same results.
