Public bug reported:

Binary package hint: lxpanel

It's impossible to change the default LXPanel's panel position: after I
click on any Position/Edge radio button other than Bottom, the Panel
Preferences window disappears, the screen blinks (this maybe an attempt
to draw the panel at the _top_ edge of the screen regardless of the
selected position, though it's too quick to be 100% sure) and instantly
restores to the original state.

Running a fresh installation of Lubuntu 10.04 installed from the
"official" lubuntu-10.04.iso. Updating it via apt-get dist-upgrade
doesn't change the behaviour.
