I am experiencing a similar problem on feisty beta.
I think this is very simple. Samba has two daemons: nmbd queries other smb 
servers, and smbd is the server for other clients.

When /etc/init.d/samba runs, nmbd successfully starts, but smbd dies!

Since it isn't running, noone can connect (duh).

Fortunately smbd logs it's death.  I am attaching the log file
/var/log/samba/log.smbd.

It appears there is no plugin compiled to support smbpasswd, so smbd
refuses to start.
