Martin, I agree and I think it's a violation of the Debian Policy 10.7.3 but the config file is already removed during the upgrade in the prerm script. I submitted debbug 591677 about this issue.
Regarding this SRU, in 0.4.9-1 the configuration is already removed in the prerm, and overwritten in the postinst. The config file is already lost during an upgrade, or when the package is removed. I don't think that removing a file that is already removed and then overwritten would introduce any regression. We would at least fix the installation issue even if we keep the wrong behaviour which is another issue.
