I'm not sure I understand what this bug is about. Using the desktop installer, selecting a canadian timezone will always default to a US keyboard. If a "Canadian multilingual" keyboard is needed, it must be manually selected at the keyboard layout screen. This makes sense to me, as most Canadians want a US keyboard layout.
@captainMike: I suspect when you say you "pick all the Canadian defaults", you are also selecting inadvertently the "Canadian" keyboard, which isn't what you want.
