Thanks! The workaround in comment #1 works for me on both 32bit and 64bit 
installs. 
$ apt-cache policy python-pivy
python-pivy:
  Installed: 0.5.0~svn765-2+b1
  Candidate: 0.5.0~svn765-2+b1
  Version table:
 *** 0.5.0~svn765-2+b1 0
        100 /var/lib/dpkg/status
     0.5.0~svn765-2 0
        500 http://us.archive.ubuntu.com/ubuntu/ lucid/universe Packages
$ apt-cache policy freecad
freecad:
  Installed: 0.9.2646.5-1
