BTW, this problem became apparent, not after boot, but after a suspend
and resume.  I had originally added a static address configuration in
/etc/network/interfaces, before I realized that this could be done
through NM, in which case, the interface was brought-up at boot.  A send
and resume, though, seems to need the help of NM, in which case, the
conflict between the IPv4 and IPv6 configurations becomes apparent.
