Public bug reported:

Binary package hint: network-manager

Network Manager 0.8.1 provides Bluetooth dial-up networking (necessary
with many phones - the only way to do it without NM 0.8.1 is to manually
bind an RFCOMM device, change permissions on pppd and use gnome-ppp,
which is complete black magic for a non-expert), 3G signal strength
reporting, IPv6 DHCP, and command line interface. Bluetooth DUN is
probably the most important one.

The previous request was rejected on a technicality (requesting a sync
instead of a merge): bug 614778. So here I'm requesting a merge, since
the new features are what's important.
