No, nagios3 has never been on this system before. I've tested on another
clean system and the same error occurs.
You should be able to reproduce this easily:
apt-get purge nagios*
apt-get install nagios3-core
nagios3-core expects nagios3-cgi to be setup. You need to add the
following line to the nagios3-core section of debian/control:
Pre-Depends: nagios3-cgi
** Changed in: nagios3 (Ubuntu)
Status: Incomplete => New
