Networking is not brought down at shutdown at all; we leave the network
interface up since it gets brought down by the power and there's no
point wasting time doing it before then.

Of course, if you're using network-manager, the network is brought down
when you log out.  Network Manager is not designed to be combined with
things like NFS mounts.  Use the /etc/network/interfaces file to
configure your network interface instead.
