I've looked at this issue on Maverick. Plural form header is correct (4 plural forms) in *.mo files but for some reason the actual number of plural forms is still cut down to 3. This should be happening on Lucid too unless KDE S.C. 4.5 is installed from PPA which is why I have not noticed it at first.
