Bug #149964 is some issue with embedded "&" (ampersand) characters, I
don't believe my issue has anything to do with that, in fact I have
always found URL's with embedded "&" characters work as intended.
The bug I am reporting looks to be a problem with how the "%" (percent)
character is handled.
