?
I can translate with modifying firefox-restart-required.update-notifier
directly.
1. Copy the following file to
/var/lib/update-notifier/user.d/firefox-restart-required (sudo cp
firefox-restart-required.update-notifier
/var/lib/update-notifier/user.d/firefox-restart-required)
2. sudo touch /var/lib/update-notifier/dpkg-run-stamp (see
/usr/share/doc/update-notifier/README.testing for detail)
3. The message displays in Japanese.
% cat firefox-restart-required.update-notifier

Name-ja: Firefoxの再起動が必要です
