The reason for such behavior is that netbeans package contains
"stripped" IDE. javascript support is removed from the package build
because of lack of some external libraries in Ubuntu. When you install
"JavaScript Debugger" all absent modules are also installed by UC. It
will be fixed as soon as required external libraries are packaged for
Ubuntu.
