I have done a number of additional tests. These tests include starting
in recovery mode, starting with the option nomodeset and removing the
process gnome-power-manager. Here are the results:

Recovery mode
Blinking cursor half way down the screen - No menu or prompt appear.
Pressing fn-f7
!! Still a freeze when pressing fn-f7

nomodeset + graphical mode
Startup as normal
Press fn+f7
!! No freeze
Screen dim as intended

nomodeset + recovery mode
Startup as normal
In the menu I chose root in prompt
Press fn-f7
!! No freeze
Screen dim as intended

killall gnome-power-manager
Pressing fn-f7
!! Still a freeze when pressing the buttons
Hard reboot required
