This looks like another instance of dpkg mysteriously failing to write
some Emacs-related files. See bug #582341 for some workarounds and
diagnosis.
If purging, then reinstalling emacsen-common solves this for you, good.
If you can dig into why these missing files were not created, that would
be awesome, but fairly challenging debugging work.
