1. Open Gimp.

What you should see: Menus in the menu bar.
What you actually see: No menus, not even the "File" + "Edit" fallbacks.

That the fallbacks are missing suggests that indicator-appmenu-gtk is
extracting a set of menus from the window, it just thinks the set is
empty.

Workaround: Right-click inside the window.
